Testing can provide important evidence, but the right analytical programme depends on the ingredients, manufacturing process, intended use and claims.

That is why a functional food should not automatically receive a generic laboratory test package.

Instead, testing should follow the specific risks of the product.

What makes a functional food different?

“Functional food” is not a separate harmonised legal category in EU food law.

A product may be marketed as a food while containing ingredients associated with a nutritional or physiological benefit. The regulatory requirements then depend on what the product contains, how it is presented and what is claimed.

For example, a fortified drink, protein product, botanical food or fibre-rich snack can have very different testing requirements.

The first step is therefore to define the product correctly.

Start with the formulation

Before deciding which laboratory tests to order, review the complete formula.

Consider:

vitamins and minerals

botanical ingredients

plant extracts

proteins

amino acids

fibres

probiotics

enzymes

additives

sweeteners

flavours

processing aids

Each ingredient can introduce different analytical or regulatory risks.

A botanical extract, for example, may require a different assessment from an isolated vitamin.

The testing plan should therefore start with the actual formulation, not a standard checklist.

1. Test the nutritional composition

If the product makes nutritional claims or provides declared nutrient values, the composition needs to be reliable.

Depending on the product, relevant parameters may include:

protein

carbohydrate

fat

fibre

sugars

salt

vitamins

minerals

energy value

This information can support both product specifications and nutrition labelling.

For example, an EU nutrition claim such as “high protein” is only permitted when the product meets the conditions defined by Regulation (EC) No 1924/2006. The European Commission specifies that a “high protein” claim requires at least 20% of the energy value to come from protein. Food Safety

So the analytical result can directly affect what you are legally allowed to communicate.

2. Verify the active or functional ingredients

Functional foods often contain an ingredient that forms the basis of the product concept.

That could be:

a botanical extract

a specific fibre

a vitamin

a mineral

a protein

an amino acid

a probiotic culture

The relevant question is not simply whether the ingredient is present.

You may also need to know:

How much is present?

Is the material correctly identified?

Does the concentration remain within specification?

For standardised extracts, marker compounds can be particularly useful for verifying consistency between batches.

3. Check for contaminants

Food contaminants can enter products through raw materials, agricultural practices, environmental exposure, processing or storage.

EU legislation establishes maximum levels for several contaminant groups, including certain mycotoxins, plant toxins, metals and persistent organic pollutants. Food Safety

Depending on the formulation, testing may therefore consider:

lead

cadmium

mercury

inorganic arsenic

mycotoxins

plant toxins

PFAS

dioxins and PCBs

process contaminants

Not every functional food needs every test.

The relevant panel should reflect the ingredients and their potential exposure pathways.

4. Heavy metals: look at the ingredients first

Heavy-metal testing is particularly relevant for some botanical, mineral and agricultural raw materials.

However, a broad “heavy metals” test without considering the product can be inefficient.

The risk assessment should consider:

ingredient origin

agricultural conditions

manufacturing process

known contamination risks

applicable maximum levels

The EU contaminant framework currently includes maximum levels for metals such as lead, cadmium, mercury and inorganic tin in specified foods. Food Safety

Therefore, the analytical method and test scope should be connected to the relevant regulatory requirement.

5. Consider pesticides for plant-based ingredients

Plant-based functional foods can also require pesticide-residue assessment.

This is especially relevant when products contain:

herbs

fruits

vegetables

botanical extracts

agricultural raw materials

The need and scope depend on the material and supply chain.

A highly processed ingredient from a well-controlled supplier may have a different risk profile from a minimally processed agricultural ingredient.

Testing should reflect that difference.

6. Mycotoxins can matter for certain ingredients

Mycotoxins are naturally occurring toxins produced by certain fungi.

They can become relevant in ingredients such as grains, nuts and other agricultural materials.

The EU has established maximum levels for several mycotoxins in specified foods, including aflatoxins, ochratoxin A, deoxynivalenol, zearalenone and fumonisins. Food Safety

A risk-based testing plan should therefore consider:

ingredient type

geographical origin

storage conditions

processing

supplier history

That approach is more useful than automatically screening every product for every mycotoxin.

7. Microbiological testing

A functional food can also require microbiological testing.

The relevant parameters depend on the product’s characteristics.

Consider:

moisture

water activity

pH

processing

packaging

intended storage

ingredients

Possible analyses can include:

total aerobic microbial count

yeasts and moulds

Enterobacteriaceae

Salmonella

other relevant pathogens

A dry protein powder and a refrigerated functional beverage clearly do not have the same microbiological risk.

Therefore, the testing programme should reflect the product’s actual conditions.

8. Test for allergens where relevant

Allergen management starts with the formulation and manufacturing process.

EU food labelling rules require the presence of the 14 specified allergens to be clearly indicated when they are used as ingredients. Food Safety

Relevant testing may become important when:

an allergen is intentionally used

cross-contact is possible

manufacturing equipment is shared

supplier controls are uncertain

Analytical testing does not replace good manufacturing practices.

Instead, it can provide additional evidence where the risk assessment justifies it.

9. Check the claims before testing

This step is often overlooked.

A company may develop a product first and then ask:

“What claims can we put on the label?”

A better approach is to consider claims during product development.

EU Regulation (EC) No 1924/2006 governs nutrition and health claims made for foods in the EU. Claims must meet the applicable conditions and should not mislead consumers. Food Safety

The European Commission also maintains an EU Register containing permitted nutrition claims and authorised health claims together with their conditions of use. Food Safety

This means the claim strategy can influence the testing strategy.

10. Test what supports the intended claim

Suppose a product is marketed around a defined nutrient.

The analytical data should support the actual amount present in the finished product.

For a nutrition claim, that may involve measuring:

protein

fibre

vitamins

minerals

fat

sugars

energy

For a product based on a specific functional ingredient, other analytical markers may be more appropriate.

The important point is that the claim and the analytical evidence need to match.

A laboratory result does not automatically authorise a claim

This distinction is important.

Suppose a laboratory confirms that a product contains a particular botanical compound.

That result does not automatically mean the company can make a health claim about that compound.

The analytical result tells you what is in the product.

The regulatory framework determines whether the intended claim can be used.

The European Commission explains that health claims require authorisation and must be supported by scientific evidence. Food Safety

Therefore:

composition testing ≠ claim approval

Both need to be considered.

11. Consider novel ingredients

Some functional foods contain innovative ingredients that may fall under the EU Novel Food Regulation.

This question should be addressed before extensive product development.

If an ingredient requires novel food authorisation, analytical testing alone will not make the product marketable.

The regulatory status of the ingredient needs to be established first.

That can save considerable time because there is little value in optimising a formulation around an ingredient that cannot be legally marketed for the intended use.

12. Stability testing

Once the formula is defined, stability becomes another important consideration.

A functional food may need to remain within specification throughout its intended shelf life.

Depending on the product, stability testing can monitor:

active ingredient content

vitamins

oxidation

moisture

microbiological quality

colour

flavour

texture

degradation products

Packaging can also influence stability.

A powder that is highly sensitive to moisture, for example, may require very different packaging from a dry product with low moisture sensitivity.

13. Packaging and food-contact materials

The packaging should not be treated as completely separate from product development.

Food-contact materials must not transfer their constituents into food at levels that could endanger health or cause unacceptable changes to the food. Food Safety

Depending on the packaging system, relevant assessments can include migration testing.

Potential analytical targets may include:

plasticisers

bisphenols

metals

mineral oil hydrocarbons

other relevant migrants

The exact testing depends on the material and intended conditions of use.

14. Check the finished product, not only the raw materials

Supplier documentation can provide valuable evidence.

However, raw-material COAs do not automatically prove that the finished functional food meets its specifications.

Manufacturing can introduce changes.

For example:

blending can affect homogeneity

processing can affect active compounds

heat can cause degradation

storage can change moisture

packaging can affect stability

Finished-product testing should therefore be considered alongside raw-material controls.

Raw material testing vs. finished-product testing

The two serve different purposes.

Raw material testing

Answers questions such as:

Is this the correct ingredient?

Does it meet its specification?

Are relevant contaminants controlled?

Finished-product testing

Answers questions such as:

Does the final product meet its specification?

Does it contain the expected amount of the functional ingredient?

Is it microbiologically acceptable?

Does it remain stable?

A strong quality strategy uses both where appropriate.

How much testing does a functional food need?

There is no universal testing package.

A useful testing plan depends on:

formulation

ingredients

processing

target consumer

serving size

packaging

claims

intended shelf life

supplier controls

regulatory requirements

This is why two functional foods can require completely different analytical programmes.

A botanical powder and a fortified beverage may both be marketed as functional foods, yet their risks are not comparable.

A practical testing framework

A functional-food testing plan can be structured into five areas:

1. Composition

What is actually in the product?

2. Safety

Are relevant microbiological and chemical hazards controlled?

3. Stability

Does the product remain within specification over its intended shelf life?

4. Claims

Does the analytical evidence support the intended nutrition or product information?

5. Packaging

Could the packaging affect the product or introduce relevant substances?

Together, these areas create a much more complete picture than a single laboratory report.

Example: a botanical functional drink

Imagine a company developing a drink containing:

a botanical extract

vitamin C

added fibre

natural flavour

sweetener

A reasonable risk assessment could lead to testing such as:

Botanical extract
→ identity and marker compounds

Vitamin C
→ quantitative assay

Fibre
→ fibre content

Microbiology
→ relevant microbial parameters

Botanical raw material
→ appropriate contaminant screening

Finished product
→ composition and specification testing

Stability
→ active content, microbiology and relevant physical properties

Packaging
→ appropriate food-contact assessment

The exact programme would depend on the formulation and manufacturing process.

That is the key point.

Testing should start before launch

Waiting until the finished product is ready can create unnecessary delays.

Imagine discovering late in development that:

the active concentration is unstable

a contaminant exceeds a relevant limit

a claim cannot be used

the packaging requires further assessment

the ingredient has a regulatory issue

Each problem can force changes to the formulation or launch plan.

Testing should therefore be integrated into product development.

Build the testing plan around decisions

A useful question for every planned test is:

What decision will this result support?

For example:

Nutrient analysis
→ Can we substantiate the declared nutritional value?

Contaminant analysis
→ Does the product meet the relevant safety limits?

Microbiology
→ Is the product microbiologically suitable?

Stability testing
→ Can the proposed shelf life be supported?

Active-ingredient analysis
→ Does the finished product contain the expected amount?

Migration testing
→ Is the packaging suitable for the intended use?

This makes the testing programme more focused.

Common testing mistakes

Testing everything

A huge analytical panel does not automatically create a safer product.

The relevant risks should determine the tests.

Testing only the active ingredient

A functional food can have risks unrelated to its main active component.

Relying only on supplier COAs

Supplier data are useful, but finished-product verification may still be needed.

Testing after the formula is frozen

Late findings are more expensive to solve.

Ignoring claims

The formulation and analytical strategy should support the intended communication.

Forgetting packaging

Packaging can affect both safety and stability.

What should be ready before launch?

Before placing a functional food on the EU market, companies should have a clear evidence package covering the relevant aspects of the product.

Depending on the product, this can include:

final formulation

raw-material specifications

analytical results

microbiological results

contaminant testing

stability data

packaging assessment

nutrition information

claim assessment

supplier documentation

traceability records

The exact documentation depends on the product and its regulatory context.

The Makrolife approach

Makrolife supports food and supplement companies with analytical testing and regulatory services designed around the specific product and its risks.

That can include testing for:

composition

contaminants

microbiology

active ingredients

stability

food-contact materials

The objective is not to create the longest possible test report.

It is to generate relevant evidence that supports product quality, safety and regulatory decisions.

The bottom line

Launching a functional food in the EU requires more than proving that the main ingredient is present.

A strong testing strategy considers the whole product.

That means looking at:

composition

contaminants

microbiology

stability

claims

packaging

and regulatory requirements.

The right testing programme depends on the product.

So instead of asking:

“What tests should every functional food have?”

ask:

“What could affect the safety, quality or compliance of this specific product?”

That question leads to a much more useful testing strategy.

What should be tested when launching a functional food in the
